Overview:
Reporting directly to the Vice President for Administration, the Associate Vice President (AVP) for
Facilities Management is responsible for the planning, design, construction, engineering, maintenance, and operation of campus buildings,
grounds, utility systems, and supporting infrastructure of approximately 2.8 million square feet of building space on a 1,500 acre site
(which includes the university farm). The AVP is also responsible for campus capital outlay, capital renewal, deferred maintenance, and
non­ maintenance programs. Provides oversight of Facilities Management, which consists of approximately 165 employees, has an operating
budget of $10 million, and includes the following operations: Facilities Planning, Facilities Operations, Environmental Health and Safety,
Risk Management, and Sustainability, and Utility Management. The AVP plays an instrumental role in cross­-functional future planning, as
well as in the maintenance of strong relations with the Chancellor’s Office, city, county, and other agencies.

Other Position Declarations:

This is a full time management position covered by the California State University Management Personnel Plan. Under this plan, employees are
subject to management reviews and serve at the pleasure of the University President of that campus. The person holding this position is
considered a “mandated reporter” under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements
set forth in CSU Executive Order 1083 as a condition of employment. This position may be a “designated position” in the California State
University’s Conflict of Interest Code. The successful candidate accepting this position may be required to file Conflict of Interest forms
subject to the regulations of the Fair Political Practices Commission.

Compensation:
The salary is competitive and is negotiable depending on the strength of qualifications. This is a CSU
Management Personnel Plan (MPP) position with an attractive benefits package which includes but is not limited to: a vacation accrual rate
of 16 hours per month; 12+ paid holidays; excellent choice of medical, dental and vision insurance, long term disability coverage, life
insurance; and retirement benefits.

Anticipated hiring annual salary range for this position is $130,000 ­ $150,000 per year.

Position Summary:
Under the direct general direction of the Vice President for Administration, this position is
responsible for a major segment of campus operations and provides overall administration of Facilities Planning and Construction, Space and
Property Management, Master Planning, Utilities Management, Facilities Operations, Custodial Services, Grounds/Landscape Services, and
Environmental Health & Safety, Risk Management and Sustainability.

Duties:

  • ∙ Provide leadership and supervision to the 165 employees in two Unions and four bargaining units.
  • ∙ Responsible for all personnel actions; provides for the interviewing, selection, orientation, training, and evaluation of all directly
    and indirectly supervised personnel; establishes and maintains performance goals for the division that are consistent with the mission and
    objectives of Administrative Services; develops, modifies, and monitors the division’s organizational structure to assure the efficient and
    effective delivery of service.
  • ∙ Oversee and monitor all phases of budgeting, construction and planning, and maintenance for all
    major capital, minor capital, and deferred maintenance projects, including resolving labor and contractor conflicts and providing
    coordination to all campus groups as well as the Chancellor’s Office staff.
  • ∙ Provides overall leadership to a professional and
    classified staff in providing a wide range of services to the campus community. Responsible for management and oversight of a $10 million
    annual operating budget that includes utility management in addition to Major Capital Outlay funding for specific capital projects.
  • ∙ Works closely with key academic areas to develop, maintain, and administer the University’s Major Capital Outlay Program. Develops and
    implements systems, procedures, processes, and new approaches that continually promote, foster, and assure quality improvement and exhibit a
    clear customer service commitment to meet the needs of a diverse campus community.
  • ∙ Serves as the campus liaison with various
    internal and external agencies such as the California State Fire Marshal, Public Utilities representatives, various financing authorities,
    the Chancellor’s Office (Capital Planning Design and Construction), and other State and local agencies as it relates to the planning,
    development, renovation, construction, and maintenance of all campus facilities and grounds (including Division IA athletic venues), as well
    as overseeing compliance requirements associated with environmental health and safety and risk management.
  • ∙ Serves as a senior
    member of the Administrative Services Leadership Team and is responsible for representing Facilities Management on various campus committees
    (i.e.; Campus Planning Committee) on matters related to the campus master planning, capital repair and replacement projects, new
    construction, and other property development related matters. Provides direction and leadership with implementation of the approved campus
    master plan and related space management processes. Provides consultation and collaboration with various campus departments in order to
    maximize effectiveness and enhance customer service while minimizing disruption to the campus environment.
  • ∙ Oversees the
    activities of various project design consultants including architects and engineers.
  • ∙ Develops and implements design and space
    standards for the campus in accordance with CSU requirements.
  • ∙ Advises senior campus administrators on a wide range of
    comprehensive facility planning and environmental issues in a manner that integrates with the overall mission of the university.

  • Represents the Vice President for Administration on various working groups, campus committees and external (community) committees.

Relationships:

  • ∙ Serves as a senior member of the Administrative Services Leadership Team, reporting directly
    to the Vice President for Administration.
  • ∙ Works closely with other members of the Administrative Services Leadership team
    including the Director of Public Safety, the AVP for Human Resources, University Controller, AVP for Auxiliary Operations and Enterprise
    Development, Director of Procurement and Support Services, and the Director of Administrative Operations.
  • ∙ Advises the
    University’s senior administration in matters related to Facilities Management.
  • ∙ Develops and facilitates relationships with the
    University and external communities in a manner that will enhance and further the strategic goals of the University.

Qualifications:

  • ∙ Thorough working knowledge of methods, procedures and practices in building design, planning and
    construction, including capital outlay planning, minor capital outlay and special repair projects; competitive bidding; and code compliance.
    Demonstrated experience in project management, construction administration, and/or construction management.
  • ∙ Working knowledge of
    architecture, construction management, and mechanical, civil, electrical, and structural engineering. Knowledge of business and fiscal
    analysis, processes, and techniques, related to project management in building, design and construction.
  • ∙ Working knowledge of
    building materials, costing procedures and the sequential methods of modern construction and maintenance practices, as well as capital
    construction project delivery methods.
  • ∙ Thorough knowledge of a wide range of facilities management operations and general
    knowledge of building codes, laws, ordinances and regulations, and trades applicable to building construction, maintenance, repair, and
    environmental compliance related to the built environment.
  • ∙ Demonstrated experience in interpreting and understanding proposals,
    plans, blueprints, process drawings, contracts, purchase orders, and specifications for all phases of construction and building
    maintenance.
  • ∙ Demonstrated experience in supervising and providing leadership to a large and diverse staff with proven ability to
    organize and manage teams, including internal design and operations/administrative staff, external contractors and technical consultants,
    specializing in building construction or renovation.
  • ∙ Ability to initiate, establish, and foster communication and teamwork by
    maintaining a positive, cooperative, productive work atmosphere in and outside the University with the ability to establish and maintain
    effective working relationships within a diverse population and with those from various cultural backgrounds.
  • ∙ Thorough knowledge
    of English grammar, spelling and punctuation.
  • ∙ Excellent communication skills; ability to effectively communicate information in a
    clear and understandable manner, both verbally and in writing.
  • ∙ Demonstrated skill in collaboration, managing change, and building
    consensus and ability for effective conflict resolution, negotiations, and facilitating meetings.
  • ∙ Demonstrated skill in applying
    effective organizational time management strategies and setting own priorities to coordinate multiple assignments, meeting fluctuating and
    time­sensitive deadlines, and providing meticulous follow­through for all assignments.
  • ∙ Experience in composing
    correspondence, standard reports, and presentations.
  • ∙ Demonstrated experience in developing, implementing, and managing contracts
    related to facility maintenance/construction/ modification projects.

Education and Experience:

Four­year degree in engineering, architecture, construction management, or related field AND
∙ Minimum of seven (7) years of
experience with increasing levels of responsibility in facilities planning and management, engineering, design and construction, and space
management.

  • Preferred Qualifications:
  • ∙ Licensed engineer or architect in the State of California.
  • ∙ Experience managing major and/or complex construction projects.
  • ∙ Experience with managing construction projects in a
    university setting.
  • ∙ Familiarity with CSU contract law and bidding policies, including the various project delivery methods used
    on CSU campuses; e.g., Design­Build, CM at­Risk, Job Order Contracting (JOC), Task Order Construction Agreements (TOCA), and Task
    Order Service Agreements (TOSA), etc.
  • ∙ Contractor/Supervisor certification for Asbestos Abatement and Lead Certification;
    certification as an Asbestos and Lead Building Inspector.
