Open executive Job in Academic & University Associate Dean for Finance and Administration – College of Medicine

Job Summary
Reports to the Dean, Quillen College of Medicine. Directs the financial and administrative matters for
the College of Medicine and performs other related duties as assigned. Advises the Dean of Medicine on effective use of financial resources.
Responsible for the development of operating budgets, capital outlay requests, and state appropriation requests. Has oversight of Human
Resources, Facilities, as well as other College of Medicine functions as required to support the school’s mission. The Associate Dean for
Finance and Administration is designated as the school’s Principal Business Officer (PBO) at the Association of American Medical Colleges
(AAMC) Group on Business Affairs. Provides financial oversight for 100 million dollars. Works with the university administration on budget
and policy development affecting College of Medicine and Family Medicine Residencies. Prepares information requests for the Board of
Trustees of East Tennessee State University and The Tennessee Higher Education Commission (THEC). Directs the budget, contract negotiations,
physical facilities, human resources, animal care facility, delivery service, long and short-term financial planning, and contract and
grants administration for the College of Medicine. Serves on committees as requested. Represents the College of Medicine in meetings with
the university, the East Tennessee State University Board of Trustees, THEC and other external agencies as required. Responsible for the
preparation of the annual financial report to the Liaison Committee for Medical Education (LCME) and other specialized reports to the AAMC.
Interprets and administers university and ETSU Board of Trustees policies and procedures to assure compliance. Assures compliance regarding
university, state, federal requirements, guidelines and laws. Deals with other administrative issues as requested by the administration. The
successful candidate will possess outstanding leadership and strategic planning skills, a broad institutional perspective, strong analytical
ability as well as demonstrated success in planning, managing and stewardship of resources. The successful candidate will be expected to
employ innovative and collaborative approaches to addressing current and future challenges facing the College of Medicine.

Knowledge, Skills and Abilities
Knowledge of state budgetary and appropriation process. Knowledge of health care
educational funding and financing. Ability to communicate with all levels of administration, faculty and staff.

Required Qualifications
Master’s degree in business or related field, CPA, and a minimum of seven years of
progressively responsible business, budgetary and finance management experience. Experience in a medical environment is required.

Preferred Qualifications
Experience in a university medical setting preferred.
